Firstly, articulating the sources of finance for the ARPA implementation, accommodating personnel, and framework in the legislation process will be necessary. An appropriate financing and budgeting for healthcare provide an effective platform to manage financial cost, hence affordability and accessibility, sourcing a comprehensive healthcare setting. Similarly, providing effective regulation on political and administration interference on the ARPA legislation as a additional information will be necessary. Thus, the ARPA legislation is a fundamental one, hence the need for passing the legislation.
