PUBLICADMIN HISTORY INSTRUCTIONS AND RESOURCES

The city of Flora Beach, Florida, is home to over 179,000 people. The municipality is the largest city between Tampa and Miami and boasts some 400 miles of canals that interconnect from backyards all the way to the estuaries along the coast of Florida and the Gulf of Mexico. The city government is a council-manager structure. Council members and the mayor, eight in all, are elected at large and are responsible for passing ordinances, adopting budgets, and planning for growth. The council has the authority to appoint the city manager, auditor, and attorney.

The city has been experiencing an economic decline resulting from a soft housing market, which has caused tensions to rise in the community. After a heated election, an entirely new city council has been voted into office, indicating that the voters are interested in new leadership and a change to the status quo.

Therefore, the new city council has appointed Larry Ring, a prominent member of the local business community with many years of C-Suite–level managerial experience but no previous public service, to be the city manager. Their hope is that Larry will bring a fresh perspective and a more innovative and enterprising approach to the role, thereby creating the change demanded by the voters.

However, after a couple of weeks on the job—and just as many public relations embarrassments—it is becoming clear that Larry’s lack of public administration experience brings with it certain liabilities as well. The local paper has published scathing opinion columns claiming that Larry is a self-interested businessman who represents elite interests and cannot be trusted to work toward the common good.

To add to the new city council’s consternation, it would like to utilize federal and state grant programs offering incentives for revitalization projects. The city has grants available for small business beautification projects, small business facade, and similar renovations. This ambitious community redevelopment project has many members of the community skeptical. The council feels it is critical that Larry’s public image be smoothed over so that he can win over the public trust and be effective in securing public support to execute the revitalization project.

You are the city’s public information officer (PIO) with over fifteen years of public service and a commendable reputation. You report to the new city manager, and he has come to you for coaching and advice.

Directions

Larry is an exceptional businessman but is the type who needs to have all the information laid out for him from start to finish to understand what he does not know. To that end, Larry has asked you to create a memo for him, summarizing the history and major schools of thought that have shaped public administration. Essentially, he wants to be sure that he understands the fundamental nature of public administration and how the federal system works in an intergovernmental landscape, so that he can better translate his considerable business acumen into effective execution of his role as city manager. Ultimately, he hopes that being better educated about the field and its frameworks will enable him to be more convincing as he works to win the public’s trust.

In your memo, be sure to address the following topics:

1. Begin by outlining the history and evolution of the field of public administration. In other words, illustrate the unique nature of public administration, including how it is distinct from other fields (e.g., business administration) and how it has evolved over time. Be sure to address each of the following questions:

a. To what extent is public administration a distinct field? What is its relationship to other fields? Specifically, in what ways is it similar to or distinct from business administration? Cite specific theorists and resources to support your claims.

b. What makes public administration unique? What is the ultimate aim of public administration? How have conceptions of public administration and its aims evolved over time? Cite specific theorists and resources to support your claims.

2. Then, explain how public administration “works.” In other words, demonstrate how public administration bureaucracies are organized and how they function. Be sure to address each of the following questions:

a. Compared with corporate or other organizational structures, how are government entities in the United States chartered within the context of an intergovernmental framework? What are the implications of the federal system for decision making within public bureaucracies?

b. Compared with private organizations, how quickly or unilaterally can a public administrator operate within a bureaucracy? Why should government act in a slow and deliberate manner? Why is community engagement and buy-in critical for public policy initiatives to succeed?

3. End your memo with specific recommendations for how Larry can best serve the public in light of what you have just taught him about public administration. In other words, be sure to do the following:

a. Prepare Larry by identifying the likely challenges he will face trying to implement policies at the local level. For example, consider issues that may arise regarding vocal, disgruntled citizens; how to determine and communicate success to the community; setting appropriate expectations with the council members regarding project pacing; and so on.

b. Clarify the value in understanding the history, mechanisms, and core values of public administration for serving effectively as a public administrator and rehabilitating Larry’s public image.

4. Finally, summarize your key points into an executive summary to include at the beginning of your memo
